Module 3: Process of Conducting an Evaluation 
a. Commissioning of Evaluations 
  • Identifying the need for an evaluation.
  • Selecting and engaging stakeholders in the evaluation process.
  • Defining the scope and objectives of the evaluation. 
b. Evaluation Plans/Protocols/Proposals 
  • Approaches to developing comprehensive evaluation plans.
  • Protocols for data collection and analysis.
  • Crafting effective evaluation proposals. 
Module 4: Ethical Considerations in Evaluation 
  • Principles of evaluation ethics.
  • Ensuring participant confidentiality and informed consent.
